Mr. Coberly has decades of experience as an infrastructure and civil engineer.
His extensive experience as a Project Manager in various engineering disciplines includes site development, infrastructure planning, water, sewer, geotechnical analysis, abandoned mine reclamation, building construction, active surface mining, insurance investigations, and various post mining land use projects. 

Additionally, Mr. Coberly served as the Chief for the West Virginia Department of Environmental Protection Abandoned Mine Lands Division for more than four years. In this position, he was responsible for managing and directing all operations. Mr. Coberly has spent his career working to better the State of West Virginia in both the private and public sectors.

Randall Lewis has devoted his career to serving the citizens of West Virginia in the development of infrastructure and promotion of economic development. Mr. Lewis has acquired over 30 years of experience and has immeasurable knowledge of state and federal funding programs. His broad experience supports projects that may otherwise be financially infeasible and works to develop practical and cost-effective solutions that allow projects to be funded and constructed in a reasonable timeframe.

Prior to working for ELR, Mr. Lewis was the Executive Director of the West Virginia Water Association, where under his leadership, membership and budget growth skyrocketed to an all time high. Mr. Lewis was also the Deputy Director for the Region II Planning and Development Council and has attained expertise in planning and assisting government agencies to facilitate the development of infrastructure while linking to the benefits of economic development.

Randall Lewis

Dr. White is the Director of Operations for the Columbus, Ohio office that includes over 35 employees. He also serves as the firm’s principal water resources engineer. In this capacity, he prepares the hydraulic, hydrologic, and water quality calculations associated with civil engineering improvement projects.

Dr. White started his career in the public sector at Ohio Department of Transportation and worked in the Central Office Hydraulic Section for 10 years. Here, he acted as a Technical Liaison to engineering consulting firms, Ohio DOT District Offices, and various local municipalities where he provided project quality assurance reviews to ensure uniform application of hydraulic/hydrologic principles and practices to ensure statewide consistency in the design of highway construction plans. He was responsible for developing revisions to and maintenance of ODOT hydraulic design policy, standards, and specifications. He was the Staff Specialist to aid in the design of hydraulically complex highway projects. This included the design and analysis of cross culverts, storm sewers, open channels, pavement drainage systems, and soil erosion and sediment control measures. Projects include depressed roadways, lift stations, major urban infrastructure improvements, and structural designs for precast reinforced concrete box culverts and the foundations and earth-retaining walls associated with these large span prefabricated structures.

After working in the public sector for 10 years, Kevin transitioned to the private sector. As a regional technology leader for an international consulting firm, Dr. White oversaw the hydraulic and hydrologic activities of 25 offices. His duties included project quality control; proposal preparation; training junior staff members; and organizing and mentoring a technology forum for hydraulics and hydrology to promote best practices, address unique designs, and foster quality and consistency.

Kevin has been with E.L. Robinson since 2006. His technical duties include project management, design of highway projects, plan review, and quality assurance. Dr. White oversaw the selection and implementation of a new financial management system for ELR. His management philosophy is to provide the employee-owners in the Columbus Office with the tools and mentorship necessary to succeed and then empower them by promoting the lowest-level of decision-making.

Kevin is a Fellow of the American Society of Civil Engineers and an Emeritus Member of the Transportation Research Board.

Kevin is an avid bicyclist. He and his wife Michele enjoy traveling in their free time.

Kevin White, P.E.

Mr. Ahmad is an experienced project manager with a track record of managing and delivering projects within budget and on schedule. He has managed all types of projects including design-bid-build, design-build, and value engineering. Mr. Ahmad has a successful track record in alternative delivery methods such as design-build, public-private-partnerships (PPP) and value engineering (VE). He is also DBIA™ Designated Design-Build Professional.

Additionally, Mr. Ahmad has a thorough knowledge of structural analysis, bridge erection techniques, stage construction modeling and analysis for constructibility. He has had extensive experience in directing the preparation of the design, on-site construction engineering, inspection of bridges and structural engineering projects. He has implemented Accelerated Bridge Construction (ABC) methodology on multiple projects to reduce construction duration and impacts on traffic.

Mr. Ahmad is also experienced with water resources regulations, and permitting requirements. He is proficient in conducting hydrologic and hydraulic (steady flow/unsteady flow/2D-flow) analysis of rivers and streams. Representative projects include FEMA flood studies and map revisions (CLOMR, LOMR), hydrologic studies, floodplain studies, erosion protection design, bridge hydraulics and scour studies. He is also a Certified Floodplain Manager (CFM) from the Association of State Floodplain Managers.

Faheem Ahmad, P.E., P.S., S.E.

Mr. LeRose works as a Project Manager for E.L. Robinson Engineering Co. Mr. LeRose has nearly 20-years’ experience in managing highway design, site development, right-of-way and infrastructure projects. Delivery methods for these projects included Design-Bid-Build, Design-Build and Value Engineering.

As a designer, Mr. LeRose’s main focus during his career has been in highway engineering, where he gained experience in horizontal and vertical geometry layout, major and minor drainage design, utility relocation, maintenance of traffic, singing, pavement markings and right-of-way acquisition plans. As a project manager, Mr. LeRose has gained more than 10-years’ experience in providing technical review, quality control and quality management for design studies and feasibility reports, contract plans, cost estimates, bid documents and specifications.

Scott LeRose, P.E.

Mr. Cornett earned his BSCE from Ohio University in 2007. Upon graduation he joined ELR where he has gained extensive experience in multiple facets of transportation design and project management. Mr. Cornett’s skills include the geometric design of roadways, roundabout and multi-use paths, interchange design, development of complex maintenance of traffic and traffic control plans, public involvement, and utility coordination. He has worked with multiple project delivery methods on projects in various scope and size ranging from $50,000 to $200,000,000. In addition, Mr. Cornett has utilized various traffic analysis software while developing signal plans, Interchange Modification Studies, and Traffic Impact Studies for public and private clients. Mr. Cornett currently leads the Transportation Group out of the Columbus, Ohio office where he oversees the group’s workload, manages projects, and prepares/reviews design elements.

Mr. Rockich works as the Director of Operations and as a Project Manager for E.L. Robinson Engineering, overseeing and managing work at the Cleveland location. Mr. Rockich has over 40 years of experience in structural engineering, primarily in transportation structures. He has gained extensive experience through planning, design, rehabilitation, and construction services. Mr. Rockich has served as Lead Designer, Project Engineer, or Project Manager on vehicular, railroad, and pedestrian bridge projects, ranging from steel through-girders to steel lift trusses. He has served as project manager for the advancement of over 100 bridge replacement projects from programming stage to construction.

Richard Rockich, Jr., P.E.

Mr. Rayburn utilizes his more than 30 years of Design Surveying and Construction Surveying experience to manage the surveying and control of various design projects, including highways, buildings, and bridges. Mr. Rayburn also manages and researches property ownership resolution for design projects, preparing property resolution maps and deed descriptions for property acquisition.

Mr. Rayburn has gained in-depth knowledge utilizing the latest surveying technology and experience in Geodetic Control Surveys, 3D Laser Scanning, Photogrammetric Control, Topographic Surveys, along with Hydrographic surveys of river and lake bottoms.
