E.L. Robinson Engineering (ELR) is providing bridge inspection services for the bridges along the recently constructed Portsmouth Bypass Project, Ohio’s first Design-Build-Operate-Maintain P3 project.The Portsmouth Gateway Group (PGG) is responsible for maintaining the road through 2053, and selected ELR to inventory and provide the annual inspections for the 24 bridges along the 16-mile four-lane, limited access highway (SR-823) in Scioto County, Ohio.The initial inspections were performed in the fall of 2018, and the inventory and inspection data was entered into the ODOT Structural Management System (SMS).Future inspections will be performed annually over the next nine years with in-depth inspections occurring every five years.ELR also provided the initial inspections for the overhead sign structures, and the retaining walls, and is currently in the process of providing the initial inspection and inventory of the 261 culverts along the route.
